Physical and institutional access doesn't track with poverty the way most siting assumptions expect — confirmed across three independent cities (Stamford, Milwaukee, Pittsburgh). A tract written off as low-value on income alone may be the most reachable site in the portfolio.

Authentic Messenger Registry

A registry of the specific people a community already trusts, built through fieldwork informed by the structural read above — never a scored or ranked output of the data layer on its own.
