Campaigns Move On Trust, Not Just Turnout

A behavioral intelligence layer for any campaign — electoral, issue-based, or place-based organizing — built to show where a coalition holds, where a district resists, and where outreach actually converts.

This capability is ideology-agnostic and available to any campaign, coalition, or organizing effort regardless of party or position. It is a measurement layer, not a political actor — it reads how trust moves and where outreach will land; it does not tell a campaign what to say.

Every campaign — electoral, issue-based, or a food bank trying to reach the households that need it most — runs on the same wrong assumption: that a district, a service area, or an audience is one unit. It isn't. It's hundreds of neighborhoods, each with its own trust architecture, each requiring a different messenger, a different channel, a different sequence. Polling and turnout history sample what already happened. They cannot see where a coalition or an audience is already moving, or about to fracture, before that shows up in the numbers.

The Gap

Polls Measure a Moment. Trust Moves Ahead of It.

What Polling Sees

Stated preference, sampled at a point in time. Demographic buckets, not behavioral ones. No read on whether the people around a voter or a stakeholder actually trust the source of a message — or each other.

What Trust Flow Sees

How influence and information actually move through a community's real network — horizontally through peers, or vertically through institutions — before it shows up as a stated opinion. Momentum before it's measurable.

The Instrument

Four Reads. One Question Each. Census-Tract Precision, Zero PII.

The unit of analysis is always the community or coalition segment — never the individual. No voter file, no personal data, no profile. What's measured is the behavioral architecture of trust itself.

01 · TRUST FLOW & MESSENGERS

Who a Community Actually Listens To

Maps whether influence moves through horizontal peer networks or vertical institutions. Points to where trust concentrates — naming the specific Authentic Messengers is fieldwork the read informs, not an automated output.

Measured, cross-city
02 · FRICTION

Where the Ask Meets Resistance

Reads where a district's or coalition's structure is likely to resist a message or an ask before spend commits — modeled from Trust Orientation with parameters not yet calibrated against measured outcomes.

Modeled, in development
03 · COHESION

Whether the Coalition Holds

Reads whether a coalition or base's underlying trust architecture looks structurally aligned or fractured — a directional signal, not a certified prediction of what happens under pressure.

Structural estimate
04 · SURVIVABILITY

Whether It Holds After the Push

Whether a mobilized coalition or behavior change is likely to sustain past election day or an outreach cycle. Tested separately at essentially no measured relationship to behavior — flagged honestly as R&D, not offered as predictive.

Dark Spots: Buy Readiness, Not Reach

Every campaign has "unreachable" precincts or households — the ones written off as low-response, low-turnout, not worth the spend. Dark Spots planning reads those segments on trust architecture rather than history alone, and finds the ones that are actually high-value, generative opportunities mismapped as dead zones. This is the direct spending-efficiency case: media and field dollars scored for where they'll convert before they're spent, not measured after in a post-mortem.

"Unreachable" is a targeting failure, not a fact about a place or a household. The instrument's job is to find the segments a conventional model wrote off that are actually ready to move.

Proof of Method

What's Tested, Stated Plainly

Election Day Test

Floor Identification, Sealed and Out-of-Sample

A sealed, pre-registered prediction ahead of a real election: 3 of 4 predictions held on identifying the most institutionally disconnected precincts in the field. The one capability formally tested against real behavior — and it held.

Houston, Texas

A 28.5-Point Institutional Gap

Local institutions marketed Achievement and Self-Direction. The measured neighborhood read showed 90.5% Loyalty, 85.3% Care — a large, confirmed gap between what's assumed about a place and what's actually there.

Organizing & Place-Based Adoption

Same Mechanism, Applied to Service Uptake

The identical Trust Flow and Authentic Messenger logic that reads a district's coalition structure applies to which households actually engage with a food bank, a benefits program, or a community service — before outreach dollars are spent finding out the hard way.

How We Work

A Lab, Not a Vendor — Trust Flow Partnerships

Not every engagement starts as a finished, packaged deployment. For issue coalitions, movements, and organizing efforts still shaping their own structure, RFUTR and Cohera work as a Trust Flow Partnership — a collaborative, co-developed engagement where the instrument is applied jointly to a live, specific problem, in an active testing and scale-development phase rather than delivered off the shelf. This is the same lab discipline behind every engagement on this page: methodology sharpened against a real, high-stakes relationship, alongside a partner building it with us — not a finished product handed down.

Where This Applies

One Instrument, Three Fronts

FrontWhat Gets MeasuredTypical Entry

Coalition cohesion across cross-pressured or heterodox blocs; Authentic Messengers in high-friction or low-turnout precincts; district-level Trust Flow mappingA 30-day rapid diagnostic before any larger commitment
Issue & Advocacy
Coalitions, ballot measures, movements, civic institutions
Whether a multi-organization coalition holds under pressure; where public trust in an institution or policy is already breaking; message-channel fit by communityGround Truth Sprint — same diagnostic, framed to the coalition's structure
Organizing & Place-Based Adoption
Food banks, benefits access, community service uptake
Which households and neighborhoods are trust-ready to engage with a service; which trusted local messengers can carry outreach that institutional channels can'tGround Truth Sprint — scoped to a service area rather than a district

All three fronts run on the identical four-read instrument. What changes is framing and sequencing, not the underlying data.

Entry Point

30 Days, Proof Before Commitment

A behavioral diagnostic across the target geography, coalition, or service area, no polling required. Delivers a Trust Flow map, a Friction read on where the ask is likely to resist, a Cohesion read for the coalition or base, and an Authentic Messenger registry — the specific people whose word already carries weight, identified through fieldwork the read informs. Built to prove the instrument's value before any larger engagement, not to require one.

Campaigns and outreach efforts don't lose because the message was wrong. They lose because it moved through the wrong channel, to the wrong messenger, in the wrong sequence — and no one could see that until after the votes, or the funding, or the households in need, were already gone.
